Frank Edward Monroe, 74, passed away January 14, 2012 in Portsmouth.

Born in Lyons, KS, he was the son of the late Charles W. and Virginia Monroe. He joined the Navy in 1956, and served during the Vietnam War until he retired in 1978 as a U.S. Navy Chief. After his retirement he served as the ROTC instructor for a total of 18 years between Bruton and Tabb High Schools.

Survivors include his loving wife, Nancy Lee B. Monroe; daughters, Pamela L. Ellsworth of Sammamish, WA, Tammy L. Monroe of Issaquah, WA; son, Frank E. Monroe, Jr. of Alexandria, VA; four grandchildren; six great grandchildren; sisters, Yvonne LeGear of Concord, CA, Roberta Curtis of St. John’s, KS.

A funeral service will be conducted Friday January, 20, 2012 at 10:30 AM in the R.W. Baker & Co. Funeral Home and Crematory, 509 W. Washington St., Suffolk, VA by the Rev. Larry Russell. Burial will follow with military honors at Albert G. Horton Jr. Memorial Veterans Cemetery. The family will receive friends in the funeral home Thursday, January, 19, 2012 from 7:00 to 8:30 pm. In lieu of flowers, the family has suggested a donation be made to the Navy Relief Society, 875 North Randolph Street, suite 225, Arlington, VA 22203 or to Faith Free Will Baptist Church, PO Box 205, Carrollton, VA 23314. Ed was a wonderful, funny man. He always had a smile and enjoyed a good practical joke. I will miss him terribly, however, I have great memories. My thoughts and prayers are with Nancy and the family.

I will miss my Uncle Ed. Easygoing, always ready with a laugh.He once shared with me the story of how he ended up in the Navy. It seems that, after HS graduation, he was working for his older brother (my father) at his service station. One day after some disagreement he decided that he had had enough. so he went to the local recruiting station and it was the NAVY's day to man the station (the services alternated days) and the rest is history he had found where he belonged. He made many trips back to Kansas to visit and was, and will be missed.

As a retired NJROTC instructor myself, it was always a pleasure to see Frank at the various NJROTC functions. I will always remember him for his sense of humor and as a fellow Navy Chief.

As a member of the RadioReferencre and a friend of Frank's we all will miss his daily imput. He has helped thousands who have needed assistance and Frank was one of the first to help and follow through until everyone was taken care of. I will always remember Frank and keep him in my thoughts daily. He was a very special Man!

We are so very, very sorry to hear of Franks passing. Our meetings at granmas grave site are now a thing af the past. We will surely miss that. Our condolences and prayers are with you Nancy, we love you, one of our favorite cousins.

As a shipmate of Franks and friend for over 30 years,I will surly miss him. We worked together in the NJROTC program for many years and he was great to be around. Franks had a firm but pleasing personality which served him well in getting along with people. He was always professional and dependable. Aside from being an outstanding person at work, he was always a welcome person to be around. He truly lightened up the day. With a quick wit and a ready smile he was well liked by all that knew him. He loved the kids he taught and he influenced thousands of them by being such a good roll model.I know GOD will bless his family in their time of need, for I know they will miss him even more than I do. So long for now Frank.

Chief Monroe was one of the few teachers that stand out in my mind from high school. That isn't because I have a bad memory, but because he was a great teacher. I haven't seen or spoken to him in many years, but I am sure he continued to be a positive role models for other students. He was a great and honorable man. My prayers go out to his family and I pray that God will strenghten and comfort you in your time of grief. God Bless.
